Microsoft provided this notification at the time: While we’re focused on investigating and remediating the problem, users may be able to access the service through other connection methods, such as the Outlook desktop client or Outlook mobile app.
During this time, Temple University account holders could visit: Outlook 365 - Getting Started for setting up the Outlook desktop App on a Computer or Moblie Device.
